GOVERNMENT VOWS TO END THE ERA OF BRIEFCASE SPORTS FEDERATIONS: An Extract of an interview between the NCS General Secretary and the Sports Editor, Red Peper Sports Editor, Katongole Kiwanuka (KK) sought the opinion of NCS General Secretary Nicholas Muramagi (NM) on the standoff with some federations in regard to the NCS Statutory Instruments. Excerpts are in the following interview:-

KK: What’s the background to these regulations?

NM: It’s unfortunate that these regulations delayed to come out, but they are in fulfillment of article 9 of the NCS Act; which provides for the formulation of these regulations. If you want the sports sector to run very well, and if you want to eliminate impersonators and masqueraders,

if you want to bring on board accountability by National Sports Associations [NSAs], you have to have regulations. So, these regulations are here to clean up the sector, give NSAs a legal standing, give them the leverage to mobilize resources and give them an outlook of national character, put them to task to account and be able to implement their programs. Because what has been happening is that some associations were called National when in actual sense they were not implementing any single programme year in, year out. So we could not touch them because there was no regulation which would empower us to follow them up.
